Live webinar to be hosted by Bússola Tech on August 14th, 2026
Bússola Tech, in proud partnership with iLegis, will host the panel discussion “Ex-Ante Legislative Evaluation: The Role of Artificial Intelligence”.
Before the panel, Ms. Cathy Pagano will present the work of iLegis and its important conference taking place in October.
Moderated by Mr. Luís Kimaid, Executive-Director of Bússola Tech, the discussion will examine how Artificial Intelligence can support the assessment of proposed legislation before adoption. Participants will explore the institutional capabilities and data foundations required for meaningful ex-ante evaluation, as well as the risks created by fragmented information.
The panel will consider whether AI can assess only legislative text or also the public policy objectives it is intended to implement. It will also examine how structured legislative data can connect evidence and impact assessments to specific provisions, support contributions from executive agencies and other public institutions, and help anticipate implementation requirements.
The discussion will further address how parliaments can obtain and analyse data produced by the Executive, which parliamentary bodies should perform this work, and which expression of policy intent should guide the evaluation.
Participants:
Andy Beattie – Chief Parliamentary Counsel of Scotland
Grant Vergottini – CEO, Xcential Legislative Technologies
Miguel Landeros – Secretary-General, Cámara de Diputadas y Diputados of Chile
Steve Lev – Assistant Director, Office of Technology Strategy and Legislative Analysis, U.S. Library of Congress
Wade Ballou – 8th Legislative Counsel, U.S. House of Representatives (Retired)
This panel will offer a practical exchange on how AI can strengthen evidence-based legislative evaluation and also explore how parliaments can connect data and decision-making more effectively.
